Voice is the only practical way to drive an app when both hands are on a unit. Today it needs a connection, which is exactly what you don't have in the places it would help most.
The problem
Attics, crawlspaces, mechanical rooms, and rooftops are where you are most likely to be holding a meter in one hand and a flashlight in the other — and they are also where the signal drops. The moment voice stops working you are back to wiping your hands and tapping a screen.
